In addition to the quantity, SAT places great importance on improving the quality of the materials sent for recycling and recovery.
Municipal and similar waste is defined in Article 184 of Legislative Decree No. 152/06 and in municipal regulations.
Legislative Decree No. 152 of 2006 defines separate waste collection (RD) as “the collection in which a waste stream is kept separate based on the type and nature of the waste in order to facilitate its specific treatment” and stipulates that every municipality must ensure that 65% of the municipal waste produced is collected through separate collection.
Regional Law No. 23/07 stipulates that municipalities that exceed the separate waste collection targets set by national law during the year are eligible for a reduction in their tax liability. Municipalities that have not met the minimum separate waste collection targets will be subject to a 20% surcharge.
The data in the table show an average figure of 62.02% achieved in 2024, including the provincial capital (an area not managed by SAT). Overall, the municipalities managed by SAT exceed the regulatory limit of 65%, confirming that the regulatory target has been exceeded.
Some municipalities have achieved outstanding results, reaching and exceeding 80%, including Vendone (81.74%), Cairo Montenotte (81.50%), Orco Feglino (80.86%), and Villanova d’Albenga (80.08%)
In addition to the quantitative data, the goal of improving the quality of the material sent for recycling and recovery is very important. The TRIR can be considered a good indicator. Regional Law 20/15 “Measures for the Development of Separate Collection and Recycling” requires that recycling rates, relative to the waste produced in the same categories, reach at least 45% by 2016 and 65% by 2020 in terms of weight.

It is an official information system that collects, organizes, and makes available a wide range of environmental information regarding municipal and special waste produced and managed throughout Italy.
